In 1964 began the construction of the Shuafat refugee camp in an area of 203 acres of surface by the Ministry of Public Works of the Jordanian government in a leased space adjacent the Shuafat village. After this 500 units housing were built in the camp with an area of 2.5 meters x 3.5 meters on a piece of land of 7.5 x 15 square meters each one, and were awarded to heads of household who had been displaced.

At that time the population was about 3,200 people without the slightest aid, social services or private life, coming from 56 Palestinian villages and towns which had been destroyed.
